SERVICE CONDITIONS FOR EMPLOYEES OF J&K
1969 SHRI VIVEK K. TANKHA:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Central Government rules related to service conditions, as applicable to Central Government employees including CGHS, LTC, 7thCPC TA-DA rules etc, are applicable at par to employees of UT of Jammu and Kashmir post repeal of Article 370, if so, the details thereof, if not, the reasons therefor;
(b) whether Government intends to bring parity to employees of J&K with other Central Government employees who are working in tough conditions and situation; and
(c) if so, timeline thereof?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a): The service conditions of employees of the Union Territory of Jammu and Kashmir are governed by Jammu & Kashmir Civil Service Regulations. The Union Territory of J&K Government has implemented 7th Pay Commission Recommendations for regular government employees. The Union Territory Government has also extended the benefit of Transport Allowance, Children Education Allowance (CEA), hostel subsidy, incentive for acquiring fresh higher qualification, special allowance for childcare for women with disabilities, Leave Travel Concession (LTC) to regular government employees of Union Territory of Jammu & Kashmir. All citizens of Union Territory of J&K are covered under Ayushman Bharat PMJAY-SEHAT scheme, which provides health cover of Rs. 5.00 lakh per family free of cost. Government employee can get benefit under this scheme, apart from the provisions of medical attendance rules.
(b) & (C): Compensatory allowance is allowed to the employees of Union Territory of Jammu and Kashmir working in the remote and inaccessible areas. This allowance is allowed for the same areas as those covered under the Special Compensatory (Remote Locality) Allowance of Central Government.
