Government Prioritising AI Upskilling of Employees Through iGOT Karmayogi Platform: DoPT

The Government has accorded high priority to building civil services capacity in Artificial Intelligence (AI) and emerging technologies, according to a reply given in Lok Sabha.

In response to an Unstarred Question No. 2992 in Lok Sabha on March 11, 2026, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and the Prime Minister’s Office Dr. Jitendra Singh provided details regarding the use of Artificial Intelligence in Central Government Ministries and Departments.

The question was raised by Dr. M. P. Abdussamad Samadani.

(a) Policy for Upskilling Government Employees in AI

Replying to the question, the Government stated that it has recognized the need to upskill government employees in Artificial Intelligence and emerging technologies.

Accordingly, high priority has been accorded to building civil services’ capacity in AI and empowering the public workforce with relevant skills and knowledge in this field.

(b) Details of Training Initiatives

Providing details of the initiatives, the Government informed that the iGOT Karmayogi platform currently hosts 105 courses on Artificial Intelligence and emerging technologies.

These courses are designed to equip government officials with essential digital knowledge and skills.

The training modules cover the use of AI in several domains including:

• Education and skilling
• Office productivity
• Agriculture
• Public health
• AI security
• Cybersecurity

The platform currently has over 1.5 crore government employees onboarded, including officials from all Ministries, Departments and Organisations of the Government of India as well as from 30 State and Union Territory governments.

(c) Timelines and Outcomes for Integrating AI in Governance

Regarding timelines and measurable outcomes for integrating AI tools in decision-making, service delivery and grievance redressal, the Government stated that capacity building in AI for the civil services has been given high priority, with training being delivered through the iGOT Karmayogi platform.

(d) Ensuring Ethical Use and Data Protection in AI Deployment

On measures to ensure ethical use of AI and protection of personal data, the Government referred to the Digital Personal Data Protection Act, 2023 and the Digital Personal Data Protection Rules, 2025.

The Act and Rules were notified on 13 November 2025.

According to the Government:

• Personal data must be processed only for lawful purposes.
• Processing must be based on free, specific, informed, unconditional and unambiguous consent from the individual.
• Data Fiduciaries are required to implement appropriate security safeguards such as encryption or masking to protect data and prevent breaches.
• Every Significant Data Fiduciary must appoint an independent data auditor to assess compliance with the provisions of the Act.
