DoPT Invites Applications for Representative of India to ICAO Council, Montreal – Joint Secretary Level Post

The Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances & Pensions, has invited applications for filling up the post of Representative of India on the Council of the International Civil Aviation Organization (ICAO), Montreal, Canada.

The post is at the Joint Secretary level under the Ministry of Civil Aviation.

As per the official communication dated 26th February, 2026, the vacancy arises vice Shri Angshumali Rastogi, IRSME (1995).

🔹 Mandatory Eligibility Conditions

Officers applying for the post must satisfy the following conditions:

Recent Job Opportunities

  1. Must be holding the post of Joint Secretary to Government of India or an equivalent rank in Government of India/State Government.
  2. Must be below 54 years of age as on the date of vacancy.
  3. Should not have been on a foreign/captive assignment of the Government of India earlier.
  4. Should not be under debarment from Central Deputation.
  5. Must be clear from vigilance angle, with integrity certified.
  6. Must have at least 12 months of experience in Civil Aviation sector.
  7. The selected officer will not be permitted to take up foreign assignments, study leave, or training during the tenure of the assignment.

🔹 Desirable Qualifications

Preference will be given to officers having:

  • Experience dealing with UN bodies and multilateral organizations
  • Familiarity with developments and policies in global and Indian Civil Aviation
  • Experience in handling international conventions related to Civil Aviation
  • At least 2 years’ experience at the Centre under Central Staffing Scheme

The circular has been addressed to:

  • Chief Secretaries of all State Governments/UTs
  • Secretaries of all Ministries/Departments of Government of India

Applications must be forwarded with:

  • Cadre clearance
  • Vigilance clearance
  • Detailed Bio-data
  • APAR Dossier / Certified APAR gradings of last five years
  • Confirmation that cooling-off period (if applicable) is complete

🔹 Important Notes

  • Officers currently on Central Staffing Scheme must forward nomination with approval of the Minister-in-Charge concerned.
  • The Competent Authority may relax eligibility conditions in deserving cases.
  • Prescribed proforma for submission of particulars is annexed with the circular.
