Will the Minister of DEFENCE be pleased to state:-
(a) whether the Government is aware of the large number of complaints regarding implementation of One Rank One Pension Scheme, if so, the details thereof along with the steps taken by the Government in this regard;
(b) whether it is a fact that there has been a delay in release of payments to ex-servicemen under the ‘One Rank One Pension (OROP)’ Scheme, if so, the details thereof along with the reasons therefor;
(c) whether the Government has recently agreed to release the pending dues under OROP, if so, the details thereof and if not, the reasons therefor;
(d) the total number of ex-servicemen likely to be benefited by this decision of the Government and the timeline by which the pending dues are likely to be released along with the total amount likely to be disbursed in this regard; and
(e) the details of the measures being taken by the Government to ensure timely disbursal of the OROP benefits to the defence personnel in the country in future?
A N S W E R
MINISTER OF STATE (SHRI AJAY BHATT) IN THE MINISTRY OF DEFENCE
(a): Yes, Sir. After the implementation of OROP w.e.f 01.07.2019, grievances have been received. Ministry is processing the grievances according to the grievances disposal policy of Government of India.
(b) & (c): No, Sir. Payment on account of OROP is being disbursed as per the guidelines issued by the Government on the subject issue.
(d): The total number of ex-servicemen likely to be eligible for OROP w.e.f 01.07.2019 is 25,13,004 and their arrears due on account of OROP shall be paid within the stipulated timeline as per Government policy. In this regard, Financial Implication of Rs. 29,571.77 Cr has been assessed as arrears upto February 2023 and Financial Implication per annum (@38% DR) will be Rs. 8,902.44 Crore.
(e): All the Pension Disbursing Agencies (Banks/Defence Pension Disbursement Officers/SPARSH) have been directed to complete payment of arrears on account of OROP revision in stipulated time frame.
