7th Pay Commission – Disgruntlement at Pay Panel Proposals – The Confederation of Central Government Employees (CCGE) on Wednesday registered its protest against the recommendations.

7th Pay CommissionThe 7th Pay Commission recommendations did not receive an enthusiastic response from most government employees, with at least one employees’ federation threatening protests. Military officers said their real grievances had not been resolved.

The Confederation of Central Government Employees (CCGE) on Wednesday registered its protest against the recommendations, while civil services associations remained tight-lipped awaiting complete details.

The CCGE has threatened to advance the launch of an indefinite strike it planned from July 11 to July 4. “The government employees had demanded a minimum salary of Rs. 26,000 as against the Rs. 18,000 recommended by the commission,” said an official.

RSS affiliate Bharatiya Mazdoor Sangh (BMS) and other trade unions also rejected the hike, saying this is the lowest increase in the past 17 years that would increase disparity between the minimum and maximum pay.

“In the prevailing economic conditions, the proposed hike as per the 7th Pay Commission is inadequate. It is not acceptable to us,” M Duraipandian, General Secretary, Confederation of Central Government Employees and Workers, Tamil Nadu, said.

He added the Confederation will be forced to advance the indefinite strike call to July 4 instead of July 11, if the government does not heed to its demand of revising the hike.

Earlier in the day, its members staged a demonstration at Rajaji Bhavan in Chennai, home to several state government’s offices.

While the Indian Police Service Association did not issue any formal statement, an officer on condition of anonymity said: “What a pity that a few IAS officers decide the destiny of the civil services, treat commission reports so contemptuously, throw the progressive civil service reform agenda into the dustbin.”

Reacting to the government’s decision, a senior Indian Revenue Service official said the increase in salary was not as high.

7th Pay Commission (2)An Army officer pointed out that overall the new matrix system would worsen the disparity between military officers and their civilian counterparts. “The last Pay Commission had any way dealt a bad blow to us. This has not only failed to repair the damage but will only worsen it,” he said, referring to the Non Functional Upgrade (NFU) that only the civilian officers enjoy now.

7th Pay Commission – केन्द्रीय सरकारी कर्मचारी कन्फेडरेशन ने सरकार की ओर से घोषित वेतन बढ़ोतरी को खारिज कर दिया और अगले सप्ताह हड़ताल पर जाने की चेतावनी दी जिसे केंद्रीय ट्रेड यूनियनों का भी समर्थन मिला। कन्फेडरेशन ने कहा कि सातवें वेतन आयोग की सिफारिशों पर कैबिनेट द्वारा मंजूर वेतन वृद्धि ‘स्वीकार नहीं।’ आरएसएस सम्बद्ध भारतीय मजदूर संघ (बीएमएस) और अन्य ट्रेड यूनियनों ने भी बढ़ोतरी को खारिज किया और कहा कि पिछले 17 वर्षों में यह न्यूनतम बढ़ोतरी है जिससे न्यूनतम और अधिकतम वेतन में अंतर बढ़ेगा। केंद्रीय ट्रेड यूनियनों ने भी सरकारी कर्मचारियों का पक्ष लिया है और वेतन बढ़ोतरी के खिलाफ एक देशव्यापी प्रदर्शन का आह्वान किया है।

कन्फेडरेशन आफ सेंट्रल गवर्नमेंट इम्प्लाइज एंड वर्कर्स, तमिलनाडु के महासचिव एम दुरईपांडियन ने कहा कि वर्तमान आर्थिक स्थितियों में वेतन आयोग के अनुसार वर्तमान बढ़ोतरी अपर्याप्त है। यह हमें स्वीकार्य नहीं है। उन्होंने कहा कि यदि सरकार ने बढ़ोतरी की समीक्षा करने की उसकी मांग पर ध्यान नहीं दिया तो कन्फेडरेशन अनिश्चित कालीन हड़ताल 11 जुलाई की बजाय चार जुलाई से करने के लिए बाध्य होगा।

इससे पहले दिन में उसके सदस्यों ने चेन्नई स्थित राजाजी भवन पर एक प्रदर्शन किया जहां राज्य सरकार के कई कार्यालय स्थित हैं। आल इंडिया ट्रेड यूनियन कांग्रेस के सचिव डी एल सचदेव ने कहा कि पिछले 17 वर्षों में होने वाली यह सबसे कम बढ़ोतरी है। केंद्रीय ट्रेड यूनियन केंद्र सरकार कर्मचारियों की ओर से आहूत हड़ताल का समर्थन करेंगी। वहीं बीएमएस ने कहा कि वह निर्णय के खिलाफ आठ जुलाई को देशव्यापी प्रदर्शन आयोजित करेगा। उसने कहा कि सरकार ने कर्मचारियों को ‘निराश’ किया है कि इससे एक औद्योगिक असंतोष हो सकता है।

बीएमएस महासचिव बृजेश उपाध्याय ने कहा कि फार्मूला सरकार की ओर से मंजूर 2.57 की बजाय 3.42 होना चाहिए। इसी तरह से वाषिर्क वृद्धि तीन फीसदी की बजाय पांच फीसदी होनी चाहिए। न्यूनतम और अधिकतम वेतन के बीच अंतर भी बढ़ा दिया गया है। उन्होंने एक बयान में कहा कि संघ आठ जुलाई को सभी जिलों में प्रदर्शन आयोजित करेगा और अगस्त में अपनी राष्ट्रीय कार्यकारिणी में हड़ताल पर जाने के विकल्प पर चर्चा करेगा। बीएमएस ने साथ ही निजी क्षेत्रों सहित सभी श्रमिकों को 18 हजार रुपए प्रति महीने का एकसमान वेतन की भी मांग की।
