IMPLEMENTATION OF PENSION SCHEME

574. SHRI K.R.N. RAJESHKUMAR:

Will the Minister of Labour and Employment be pleased to state:

(a) whether Government has contemplated pension scheme for unorganized workers across the country;

(b) if so, the details thereof and whether Government has also involved State Governments to identify the beneficiaries for pension scheme;

(c) if so, the details thereof and the total number of unorganized workers identified by Government and financial implication for this purpose;

(d) whether Government has considered adequate steps to increase the employability of the labour class especially in the rural India; and

(e) if so, the details thereof and if not, the reasons therefor?

(a) to (c): The Government of India has launched Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM) pension scheme in the year 2019 in order to provide old age protection to unorganised sector workers in the form of monthly pension of Rs.3000/- after attaining the age of 60 years. It is a voluntary and contributory pension scheme. The workers in the age group of 18-40 years whose monthly income is Rs.15000/- or less can join the PM-SYM Scheme. Under this scheme 50% monthly contribution is payable by the beneficiary and equal matching contribution is paid by the Central Government. The State Governments have been requested to mobilise the eligible beneficiaries through their administrative machinery with Labour Departments. As on 25.11.2021, total 45,77,295 workers of unorganised sectors have enrolled themselves under the PMSYM Scheme. The details of expenditure incurred under PMSYM Scheme is as under:-

(d) &(e): Employment generation coupled with improving employability is the priority of the Government. Government has taken various steps for increasing employability among the workers in the rural areas through Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendayal Antodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) administered by Ministry of Rural Development. As on 18th November, 2021, over 11.28 lakh rural youths have been trained across India under DDU-GKY. On the other hand, 73 lakh SHGs covering about 8 crore households in 6769 blocks, have been promoted under DAY-NRLM enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services
