Centre Notifies Latest NFU List for Organized Group ‘A’ Services (OGAS)

The Department of Personnel and Training (DoPT) has issued a fresh Office Memorandum on Non-Functional Upgradation (NFU) for officers belonging to the Organized Group ‘A’ Services (OGAS), in a significant update that aligns promotions with those of their counterparts in the Indian Administrative Service (IAS).
The latest circular, dated May 8, 2025, outlines the eligibility criteria and effective dates for the grant of higher pay scales under NFU, bringing clarity and relief to hundreds of Group ‘A’ officers awaiting parity.
Alignment with IAS Batches
The memorandum specifies the IAS batches whose appointments at the Centre serve as benchmarks for NFU eligibility. As per the notification:
- Batch 2000 IAS officers appointed as Additional Secretaries at the Centre on April 18, 2025, will trigger NFU for 1998 and earlier batches of OGAS officers effective the same date.
- Batch 2009 IAS officers appointed as Joint Secretaries at the Centre on March 21, 2025, will result in NFU for 2007 and earlier batches of OGAS officers effective from March 21, 2025.
The move is in accordance with paragraph 1(iv) of the original OM No. AB.14017/64/2008-Estt.(RR) dated April 24, 2009, which governs NFU for OGAS officers.
Eligibility and Conditions
While NFU offers a much-anticipated financial boost by aligning pay scales with IAS officers, the DoPT has reiterated that the upgradation is not automatic. Officers must meet the prescribed eligibility criteria, promotional norms, and benchmarks as detailed in the Annex-I of the 2009 order.
“Officers belonging to OGAS who are at least two batches senior to the IAS batches mentioned, and who fulfill all the eligibility norms—including completion of the required service period in feeder grades—are eligible to be considered,” the memorandum clarified.
Eligible officers will receive pay upgrades to Level-15 or Level-14 of the Pay Matrix, as applicable, from the respective dates mentioned.
