Medical Reimbursement Powers Enhanced: Ceiling Raised to ₹10 Lakh Without IFD Consultation
The Ministry of Health & Family Welfare has enhanced the financial powers of Heads of Departments (HoDs) across Central Government Ministries and Departments for settling medical reimbursement cases under the Central Government Health Scheme (CGHS) and the Central Services (Medical Attendance) Rules, 1944.
According to an Office Memorandum issued on 16 February 2026, the ceiling limit for settling eligible medical reimbursement cases without consultation of the Integrated Finance Division (IFD) has been increased from ₹5 lakh to ₹10 lakh.
With this revision, HoDs can now approve and settle higher-value medical reimbursement claims directly, provided certain conditions are met. The enhanced power applies only to cases where no relaxation of CGHS or CS(MA) rules is involved and where the entitlement is calculated strictly as per the prescribed CGHS/CS(MA) rate lists.
The Ministry noted that the ceiling for such cases had earlier been raised from ₹2 lakh to ₹5 lakh in November 2016. After re-examining the matter, it has now been decided to further enhance the limit in order to facilitate faster settlement of medical reimbursement claims and reduce procedural delays.
The decision has been taken with the concurrence of the Integrated Finance Division and has been approved by the competent authority. The Office Memorandum has been circulated to all Ministries and Departments of the Government of India, as well as to the Directorate of CGHS for necessary action.
