A practical guide for Central Government employees who want to use their LTC wisely, avoid common booking mistakes and discover destinations beyond the usual tourist circuit.
For many Central Government employees, Leave Travel Concession (LTC) is an opportunity to travel with the family while obtaining reimbursement of admissible travel expenses, subject to the applicable rules and the employee’s entitlement.
Yet when it comes to deciding where to go, many employees tend to return to the same familiar destinations—Goa, Shimla, Ooty, Kerala, Jaipur, Varanasi and other well-established tourist circuits.
There is nothing wrong with choosing a popular destination. But LTC can also be an opportunity to discover a different side of India. From remote Himalayan valleys and lesser-known North-Eastern destinations to quiet islands, heritage landscapes and nature retreats, there are many places that can make an excellent family trip.
LTC is a travel concession. Reimbursement is governed by the employee’s entitlement and the applicable LTC rules. Hotel accommodation, food, sightseeing and other holiday expenses are not automatically reimbursable merely because the destination is chosen for an LTC journey.
1. Start With Your LTC Entitlement
The current regular LTC block is 2026–2029. For employees covered by the regular block system, LTC operates through the applicable two-year sub-blocks within the four-year block.
Before choosing a destination, it is therefore important to establish which LTC you are actually entitled to use. The distinction between Home Town LTC and LTC to any place in India is particularly important.
Before planning your trip, check these five things
- Which LTC entitlement you are using
- Whether it is Home Town or Anywhere in India LTC
- Whether any previous LTC is being carried forward under the applicable rules
- Which family members are eligible
- Your admissible mode and class of travel
2. If You Are Travelling by Air, Get the Booking Right
Air travel can make an otherwise difficult destination much more accessible. But LTC air-ticket booking has specific procedural requirements.
Authorised Travel Agents for LTC Air Tickets
Under the current instructions, air tickets for LTC are to be purchased through the three authorised travel agents. Employees should select the best available fare in their entitled travel class, with the cheapest available fare being the relevant benchmark under the prescribed procedure.
DoPT modified the procedure in October 2023. The authorised travel agents display the cheapest fare and fares within the prescribed 10% range for the relevant time slot. Booking through their LTC facility itself serves as proof of the cheapest fare in the normal LTC booking process.
Employees should nevertheless retain their ticket, booking confirmation, boarding passes and other documents required by their office for settlement of the claim.
3. Special Air-Travel Relaxation: Check the Validity Before You Book
One particularly useful LTC relaxation covers travel to the North Eastern Region (NER), Jammu & Kashmir, Ladakh and Andaman & Nicobar Islands, subject to the conditions of the Special Dispensation Scheme.
The present extension of the Special Dispensation Scheme runs from 26 September 2024 to 25 September 2026. Employees planning travel after 25 September 2026 should check for a subsequent DoPT extension or modification before making their travel plans.
The scheme permits eligible employees to avail LTC for specified destinations in these regions under the prescribed conversion and other conditions. It should therefore not be interpreted as a general relaxation allowing unrestricted air travel for every employee.
4. Why Look Beyond the Usual LTC Destinations?
Popular destinations are popular for good reasons. They offer better connectivity, established tourist infrastructure and plenty of accommodation options.
But a lesser-known destination can offer a completely different family experience:

India has countless lesser-known places—from the mountains of the North-East and Himalayas to quiet coastal towns, heritage sites, forests and nature retreats. The right choice depends on your LTC entitlement, admissible route, travel conditions and family requirements.
5. North-East: Go Beyond Shillong and Guwahati
The North-East offers some of India’s most distinctive landscapes and cultural experiences. If you are considering the region for an LTC journey, there is much more to see beyond its better-known gateways.
Mechuka
A spectacular mountain valley surrounded by high peaks, forests and traditional settlements. Mechuka offers a very different experience from the better-known Arunachal tourist circuits.
Ziro
Green valleys, traditional villages and extensive rice fields make Ziro an attractive option for travellers looking for nature and culture rather than a conventional hill-station holiday.
Majuli
The distinctive river-island landscape, villages and cultural traditions make Majuli an interesting alternative to the region’s conventional tourist itinerary.
6. Jammu & Kashmir and Ladakh: Beyond the Famous Circuits
Srinagar, Gulmarg, Pahalgam and Leh remain excellent choices. But travellers seeking a quieter or more unusual experience can consider destinations such as these.
Gurez Valley
Dramatic mountain scenery, river valleys and traditional settlements make Gurez a quieter alternative to some of the major Kashmir tourist centres.
Tso Moriri
A remote high-altitude lake offering a very different experience from the more heavily visited Pangong circuit.
Hanle
Known for its exceptionally clear night skies and the Indian Astronomical Observatory, Hanle offers an unusual combination of remote landscapes and astronomy.
7. Andaman & Nicobar: Beyond Sri Vijaya Puram (Port Blair)
The Andaman Islands are another attractive option for a family holiday. Most visitors concentrate on Sri Vijaya Puram (formerly Port Blair) and Swaraj Dweep, but the islands offer considerably more.
Shaheed Dweep
Quieter beaches, coral formations and a slower pace make Shaheed Dweep an appealing option for families who want to spend more time enjoying the island environment.
Diglipur
Diglipur offers a substantially different experience from the conventional Andaman itinerary, with more remote landscapes and attractions.
8. Beyond Special Relaxations: Great LTC Options Across India
You do not have to travel to a destination covered by a special dispensation to enjoy an unusual LTC journey. Across mainland India, there are numerous destinations that offer history, nature, mountains or beaches without the crowds associated with the country’s most famous tourist centres.
Gokarna
A more relaxed coastal alternative for travellers who want beaches and a slower pace without the scale of a major beach destination.
Tirthan Valley
A good choice for travellers who prefer rivers, forests, mountain villages and nature to the commercial atmosphere of a conventional hill station.
Gandikota
The dramatic gorge carved by the Pennar River gives Gandikota a distinctive landscape and makes it very different from conventional hill-station destinations.
Hampi
An excellent option for families interested in history, architecture and heritage landscapes rather than a purely leisure-oriented holiday.
9. Consider the Journey, Not Just the Destination
One of the biggest mistakes while planning LTC is choosing a destination first and figuring out the route afterwards.
A destination may have an airport nearby but require a long and expensive road journey to reach the actual tourist location. That local journey may not form part of the admissible LTC fare.
The admissible fare for the eligible journey is different from the total amount you may spend on a holiday. Keep the two calculations separate before finalising your budget.
10. Don’t Forget Leave Encashment
Employees availing LTC can also consider the provision for encashment of earned leave, subject to the applicable conditions.

Government employees may encash up to 10 days of Earned Leave at the time of availing LTC, subject to the prescribed conditions and the overall ceiling applicable during the service period.
11. Don’t Leave the LTC Claim Until the Last Minute
Once the journey is completed, the claim should be submitted within the prescribed time. Keeping the paperwork organised from the beginning can make the settlement process much easier.
Under the CCS (LTC) Rules, the reimbursement claim is generally to be submitted within three months after completion of the return journey where no advance has been drawn, and within one month where an advance has been drawn, subject to the applicable rules and authorised relaxation of time limits.

Booking without checking your entitlement
A destination may be perfectly suitable for an LTC journey, but the fare actually reimbursable depends on your entitlement and the applicable rules.
Assuming every holiday expense is reimbursable
Hotel accommodation, meals, sightseeing and many local transportation expenses should not be confused with the admissible travel fare.
Ignoring the air-ticket procedure
If you are travelling by air under LTC, check the current booking requirements before purchasing the ticket.
Treating special relaxations as permanent
Special air-travel concessions have defined validity periods and conditions. Always check the latest DoPT instructions before relying on one.
Leaving documentation until the end
Keep tickets, boarding passes, sanction orders and other relevant documents organised throughout the journey rather than trying to reconstruct everything afterwards.
Mechuka, Gurez, Hanle, Shaheed Dweep and Gandikota are only a starting point. From Ziro and Majuli to heritage towns, forest retreats, coastal villages and lesser-known Himalayan destinations, there are many more places across India that can make an interesting LTC journey. The important thing is to explore within the rules, plan the route carefully and understand what is actually admissible for reimbursement.

The real value of LTC is not simply the reimbursement of an eligible travel fare. It is also an opportunity to step away from the familiar and discover parts of India that you may never otherwise have considered visiting.
The smartest approach is simple: check your entitlement → choose the destination → understand the route → calculate the admissible fare → estimate your personal expenses → complete the formalities → then travel.
