Salary Hike for UP Govt Employees gets Cabinet nod – 7th CPC Recommendations Accepted.
With Assembly election dates expected to be announced shortly, Chief Minister Akhilesh Yadav unleashed a major trump card on Tuesday as a Cabinet meeting chaired by him approved implementation of the 7th Pay Commission recommendations, a decision expected to benefit around 16.52 lakh UP Govt Employees, 10.50 lakh pensioners and their families.
The move will put an additional burden of Rs 17958.20 crore on the state exchequer.
After the 3-hr meeting, Akhilesh said the beneficiaries of this move would help him form government once again with complete majority.
“Lakhon lakh karamchariyon ko laabh milega. Hazaron karore ka bhaar aayega…Aane waale samay mein yahi log bahumat ki sarkar banayenge taaki inhe fayeda milta rahey (Lakhs of employees will benefit. The burden on the exchequer would be in thousands of crores….In the time to come, it is these people who will help form the government with complete majority so that they continue to get benefits),” said the chief minister, adding that the new pay scale will be applicable from January 1.
In August, the state government had formed a committee under retired IAS officer GB Patnaik to implement recommendations of the 7th Pay Commission. According to the report — which was submitted to Akhilesh last week — while there would an average hike of about 2.5 per cent in the pay scale of employees, the actual hike in overall salary would be around 14 per cent.
“After the implementation of the recommendations, the minimum salary of UP Govt employees would be Rs 18,000 per month, which includes class 4 employees, while the maximum would be lesser than Rs 2.25 lakh, which is the salary of the state chief secretary, paid by the central government,” said a member of the committee. The UP Govt employees would be given three assured career promotions at 10 years, 16 years and 26 years of service.
Other significant decisions taken by the Cabinet on Tuesday keeping the upcoming elections in mind included giving the green signal to the ‘Samajwadi Beema Yojana’ under which those registered under the Samajwadi Pension Scheme would get a Rs 2 lakh insurance cover for critical illnesses.
The Cabinet also cleared a proposal to provide Rs 5 lakh ex-gratia to parents of police personnel who died on duty. At present, the state government gives Rs 20 lakh to the dependents, but due to lack of coordination between family members, parents are unable to get this benefit, because of which Akhilesh announced separate compensation for them.
The Uttar Pradesh Raksha Dal Rules 2016 — as per which those registered under the Uttar Pradesh Rakshak Dal and have not retired so far will remain members till 60 years of age — was also cleared.
Applicants between 18 and 45 years of age in rural areas are appointed under the Prantiya Raksha Dal after training. While there are two forces in the state — home guards and Prantiya Rakshak Dal (PRD) — home guards get to work till 60 years of age, while PRD personnel, till now, got to be members only till they turned 50.
A brief session of the state legislative Assembly will be convened from December 21. While approval for the same has been given by Governor Ram Naik, the Cabinet on Tuesday approved supplementary demands for grants for 2016-17, which would be placed in the upcoming Assembly session along with vote on account for 2017-18. This will be the second supplementary budget this year.
