Government Issues Detailed Guidelines for Submission of Annual Life Certificate for Pensioners
The Department of Pension and Pensionersโ Welfare (DoPPW), Ministry of Personnel, Public Grievances and Pensions, has issued an Office Memorandum (F.No.11/1/2025-P&PW(H)-V) detailing the procedure for submission of the Annual Life Certificate (ALC) by Central Government pensioners for continuation of pension.
Submission Schedule
Every Central Government pensioner is required to submit their Annual Life Certificate in November each year for the continuation of pension.
To ease the process for very senior pensioners, the Department has allowed those aged 80 years and above to submit their Life Certificates from 1st October onwards every year, instead of 1st November.
Methods of Submission
The Office Memorandum lists several options for submitting the Life Certificate, either manually or digitally, as per the convenience of pensioners.
- Through Pension Disbursing Authorities (PDAs)
Life Certificates can be recorded directly by PDAs if the pensioner appears in person. - Submission through Designated Officials
Personal appearance is not required if the pensioner submits the Life Certificate signed by any designated official.
As per paragraph 14.3 of the CPAO Scheme Booklet, such officials are authorized to sign the certificate in the prescribed form, exempting the pensioner from personal appearance.
A list of designated officials is provided in Annexure-I attached to the OM. - Through Jeevan Pramaan Portal
Pensioners can submit Life Certificates online through the Jeevan Pramaan Portal using fingerprint authentication.

UIDAI has provided a list of approved biometric devices on its website uidai.gov.in. - Using Face Authentication Technology
Pensioners may also submit Digital Life Certificates using Face Authentication based on UIDAIโs Aadhaar software.
This allows the generation of a Digital Life Certificate by capturing a live photograph through a smartphone using the Jeevan Pramaan mobile app.

The Department of Posts along with MeitY has implemented the โDoorstep Service for submission of Digital Life Certificate through Postman,โ launched in November 2020.
IPPB uses its nationwide network of more than 1.41 lakh access points and 1.89 lakh Postmen and Gramin Dak Sevaks equipped with smartphones and biometric devices to provide this service.

- Magistrate under the Criminal Procedure Code
- Registrar or Sub-Registrar under the Indian Registration Act
- Gazetted Government Servant
- Police Officer not below the rank of Sub-Inspector
- Postmaster, Departmental Sub-Postmaster, or Inspector of Post Offices
- Class-I Officer of the Reserve Bank of India or State Bank of India (or subsidiary)
- Justice of Peace
- Block Development Officer, Munsif, Tehsildar, or Naib Tehsildar
- Head of Village Panchayat or Executive Committee of a Village
- Member of Parliament or State Legislature
- Treasury Officer
