New Delhi, the 13th July, 2020
G.S.R. 107 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supercession of the Ministry of External Affairs Staff Car Drivers Recruitment Rules, 1972, the President hereby makes the following rules, regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of External Affairs, namely:-
1. Short title and commencement.—
- These rules may be called the Ministry of External Affairs, Staff Car Driver Recruitment Rules, 2020.
- They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, and level in the pay matrix.— The number of posts, their classification and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
- who has entered into or contracted a marriage with a person having a spouse living, or
- who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.

Promotion: Staff Car Driver Grade-I in level 5 in the pay matrix Rs. 29200–92300 with three years regular service in the grade. Promotion: Staff Car Driver (Grade-II) in level 4 in the pay matrix Rs. 25500-81100 with six years regular service in the grade or with a combined service of fifteen years in Staff Car Driver Grade-II and Staff Car Driver (Ordinary Grade) and have passed the trade test, specified by the Central Government. Note: Where juniors have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying service or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher pay level along with their juniors who have already completed such qualifying or eligibility service. | Departmental Promotion Committee (for considering promotion) consisting of:- 1. Promotion: Staff Car Driver (Ordinary Grade) in level 2 in the pay matrix Rs. 19900-63200 with nine years regular service in the grade and have passed the requisite trade test, specified by the Central Government. Note : Where juniors have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying service or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher pay level along with their juniors who have already completed such qualifying or eligibility service. | Departmental Promotion Committee (for considering promotion) consisting of:- 1. Essential: (i) possession of a valid driving license for driving motor car; (ii) knowledge of motor mechanism (The candidate should be able to remove minor defects in vehicle); (iii) experience of driving a motor car for three years; and (iv) pass in 10th standard from a recognised Board. Desirable: Three years’ service as Home Guard or Civil Volunteers. Note : The qualification regarding experience is relaxable at the discretion of the competent authority in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if, at any stage of selection, the competent authority is of the opinion that the sufficient number of candidates with requisite experience is not likely to be available to fill up the vacancy reserved for them. | Not applicable | Two years for direct recruits and re-employed | Deputation/absorption failing which by direct recruitment. Deputation/absorption: From amongst the regular Dispatch Rider and Group ‘C’ employees in level 1 in the pay matrix Rs. 18000- 56900 in the Ministry of External Affairs possessing valid driving license for driving motor car on the basis of a driving test to assess the competence to drive motor car failing which from officials holding the post of Dispatch Rider on regular basis or regular Group C employees in level 1 in the pay matrix Rs. 18000-56900 in other Ministries of the Central Government who possess the qualifications and experience provided for direct recruitment in column (7). Deputation or re-employment for Armed Forces Personnel or Ex- servicemen: The Armed Forces Personnel due to retire or retired or who are to be transferred to reserve within a period of one year and having the requisite experience and qualification prescribed for direct recruits shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re- employment. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation/absorption shall be not exceeding 56 years as on the closing date of receipt of applications. | Departmental Promotion Committee (for considering confirmation) consisting of:- 1.
