Will the Minister of DEFENCE be pleased to state:
(a) the total number of ex-servicemen recruited in Government jobs from 2014 to 2022, year- wise along with the reservation quotas or targets, if any, for their recruitment in various Government Departments; and
(b) the percentage of reservation for ex-servicemen in the recruitment for Central Government services and posts in the public sector institutions along with the percentage of ex-servicemen employees working therein?

MINISTER OF STATE (SHRI AJAY BHATT) IN THE MINISTRY OF DEFENCE
(a) & (b): Following reservations for ex-servicemen (ESM) is available in Central Civil Services & Posts (CCS&P), Central Armed Police Forces (CAPFs), Central Public Sector Undertakings (CPSUs), Public Sector Banks (PSBs) and Defence Security Corps (DSC);
- Reservation in Central Govt. Ministries/Departments(CCS&P) and Central Armed Police Forces (CAPFs):
- 10% in Direct recruitment posts in Group ‘C ‘
- 20%in Direct recruitment posts in Group ‘D’
- 10% in all Direct recruitment posts upto the level of Assistant Commandant in Central Armed Police Forces (CAPFs).
- Reservation in Central Public Sector Undertakings and Public Sector Banks:
- 14.5 % in all Direct Recruitment Group ‘C ‘ Posts
- 24.5 % in all Direct Recruitment Group ‘D’ Posts
(including 4.5% for Disabled ESM and dependents of Service personnel killed inaction)
- 100% in Defence Security Corps.
As per available data, year wise recruitment of ESMs between 2014 & 2021 and their representation is as follows:

VACANCY IN SEATS RESERVED FOR EX-SERVICEMEN
3442. SHRI BALUBHAU ALIAS SURESH NARAYAN DHANORKAR:
Will the Minister of DEFENCE be pleased to state:
(a) whether it is a fact that out of the 10 percent of Group C and 20 percent for Group D seats reserved for ex-servicemen in Central Government Departments, only 1.29 percent (Group C) and 2.66 percent (Group D) of the total seats were filled by recruiting ex-servicemen, as of June 30, 2021;
(b) if so, whether it is also a fact that out of the 14.5 percent of Group C and 24.5 percent of Group D seats reserved for ex-servicemen in Central Public Sector Undertakings (CPSUs), only 1.15 percent (Group C) and 0.3 percent (Group D) of the total seats were filled by recruiting ex-servicemen, as of June 30, 2021;
(c) if so, the reasons for the shortfall in recruitment of ex-servicemen for such reserved seats; and
(d) the measures taken by the Government to fill up such vacant reserved seats of ex- servicemen in the Central Government Departments and CPSUs?

(a) & (b): The percentage of total seats filled by recruiting Ex-servicemen in Central Government Departments and Central Public Sector Undertakings (as on 30th June, 2021) are as under:-

(c): Adequate numbers of ESM are not qualifying for these Posts for want of requisite educational qualification prescribed for the Posts.
(d): The reservation Policy for Ex-servicemen is implemented by the concerned Government Departments/Public Sector Undertakings. Directorate General of Resettlement (DGR) has been designated as the nodal agency to monitor the reservation policy for Ex-servicemen. The Government issues advisories from time to time, to concerned Departments/ CPSUs/Banks/State Governments to conduct special drive to fill up the backlog of vacancies reserved for ESM by adopting relaxed standards of qualifications. Liaison Officers have also been appointed in various Departments/PSUs/Banks etc. to ensure implementation of reservation policy for ESM in letter and spirit.
