Teachers in Railway Schools to Receive MACP Benefits in Line with 7th CPC
In a significant policy update, the Ministry of Railways has formally approved the implementation of the Modified Assured Career Progression (MACP) Scheme for teaching staff employed in railway schools, replacing the existing Career Advancement Scheme (CAS) effective 29 April 2025.
This change aligns the career progression benefits of teaching staff with the MACP norms already in force across other government sectors, ensuring standardization under the 7th Central Pay Commission (CPC) framework.
Existing CAS Withdrawn, Placements to be Adjusted Under MACP
According to the Railway Board’s communication (No. E(P&A)I-2024/PS-5/PE-3 dated 12.06.2025), financial upgradations previously granted under CAS will now be realigned within the MACP structure. Teachers who have already received placement in Senior or Selection Grades under CAS will see these placements adjusted against their MACP entitlements.
Future financial upgradations will be granted only upon meeting the prescribed eligibility criteria under the MACP Scheme, ensuring uniformity and accountability in promotional benefits.
Two Key Annexures to Guide Implementation
To facilitate a smooth transition from CAS to MACP, the Railway Board has attached two annexures for reference:
- Annexure 1 outlines illustrative scenarios applicable to teachers already in service as of 29.04.2025 who would now receive benefits under MACPS.
- Annexure 2 details the 7th CPC pay levels applicable for new teachers joining railway schools on or after 29.04.2025.
Officials have been advised that these annexures are illustrative and not exhaustive. Any additional scenarios or implementation issues should be reported to the Railway Board for clarification.
