Para Teachers in Jharkhand Get Major Pay Boost and New Benefits

School education department on Wednesday gave an in-principle nod to hike honorarium of para teachers (assistant teachers) in the state by Rs 1000 and also agreed to bring them under Employee Provident Fund (EPF), and provide other benefits equivalent to JTET teachers.

The deal was struck after a meeting between the para teachers and school education minister Baidhyanath Ram at Project Building on Wednesday.

Earlier, two rounds of meetings were held this month but they remained unfruitful.

Under the new agreement, govt will contribute Rs 1950 per month, while Rs 1800 will be deducted from the salaries of the para teachers for their EPF contribution. In other words, govt will bear an additional expense of Rs 2950 on all categories of assistant teachers. The minister said soon a proposal will be sent to the state law department for a final vetting of the agreement before implementing it.
Para teachers now get an honorarium ranging between Rs 12500 to 14000 a month.

Mohd Siddique Sheikh, a state representative of Jharkhand Sahayak Adhyapak Sangharsh Morcha, said, “After intense negotiations and two unsuccessful meetings, the agitation by para teachers in Jharkhand has come to a close following a final round of talks today.”

Govt has promised to amend the Assistant Teacher Service Condition Rules 2021, allowing benefits equivalent to the Jharkhand Teacher Eligibility Test (JTET) for those who have passed the assessment, along with similar benefits for those meeting CTET requirements. “However, the request for an honorarium adjustment to match pay scales was not addressed, leaving some teachers unsatisfied,” he said.

Other agreements from the talks include the correction and publication of results for 5000 teachers affected by assessment errors and changes to compassionate leave policies, granting 30% reservation for the family members of para teachers in contract-level positions. Discussions on restoring retirement benefits, accident insurance, and medical facilities under the welfare fund are underway.

झारखंड सहायक अध्यापक संघर्ष मोर्चा के राज्य प्रतिनिधि मोहम्मद सिद्दीक शेख ने कहा, “गहन वार्ता और दो असफल बैठकों के बाद, आज की अंतिम दौर की वार्ता के बाद झारखंड के पारा शिक्षकों का आंदोलन समाप्त हो गया है।”

सरकार ने सहायक शिक्षक सेवा शर्त नियम 2021 में संशोधन करने का वादा किया है, जिससे झारखंड शिक्षक पात्रता परीक्षा (JTET) उत्तीर्ण करने वालों को समान लाभ मिलेंगे, साथ ही CTET आवश्यकताओं को पूरा करने वालों को भी इसी तरह के लाभ प्रदान किए जाएंगे। “हालांकि, वेतनमान के अनुसार मानदेय समायोजन के अनुरोध पर विचार नहीं किया गया, जिससे कुछ शिक्षक असंतुष्ट हैं,” उन्होंने कहा।

अन्य समझौतों में मूल्यांकन त्रुटियों से प्रभावित 5000 शिक्षकों के परिणामों का सुधार और प्रकाशन, और सहानुभूति अवकाश नीतियों में परिवर्तन शामिल हैं, जिससे पारा शिक्षकों के परिवार के सदस्यों को संविदा-स्तरीय पदों में 30% आरक्षण मिलेगा। सेवानिवृत्ति लाभों की बहाली, दुर्घटना बीमा, और कल्याण निधि के तहत चिकित्सा सुविधाओं पर भी चर्चा चल रही है।
