8th CPC to Submit Report in 18 Months, Government Tells Rajya Sabha
The Union Government has formally notified the constitution of the Eighth Central Pay Commission (8th CPC) to review the pay structure and service conditions of Central Government employees.
The information was shared by the Ministry of Finance in a written reply to an unstarred question in the Rajya Sabha.
Commission Formally Constituted
According to the reply, the Government issued a resolution on 3 November 2025 for setting up the 8th Central Pay Commission. The Commission has been mandated to submit its recommendations within 18 months from the date of its constitution.
The 8th CPC will examine multiple service-related matters affecting Central Government employees.

The scope of the 8th Central Pay Commission includes a comprehensive review of:
- Pay structure and pay scales
- Allowances applicable to Central Government employees
- Pension and retirement benefits
- Other related service conditions

Timeline and Implementation Roadmap
While the timeline for submission of the report has been fixed at 18 months, the Government has not yet outlined a detailed roadmap for implementation.
Decisions regarding acceptance and rollout of the recommendations will be taken after the Commission submits its report.
Fiscal Impact Yet to Be Assessed
The Ministry of Finance has clarified that the financial implications of the 8th CPC on the Union Budget have not been assessed at this stage.
The fiscal impact will be known only after:
- The Commission submits its recommendations, and
- The Government takes a decision on their acceptance.
Background
The constitution of a Central Pay Commission is a periodic exercise undertaken by the Government to revise the pay and pension framework of Central Government employees in line with economic conditions and administrative requirements.
The 8th CPC follows the recommendations of the 7th Central Pay Commission, which came into effect in January 2016.
