नई दिल्ली। केन्द्रीय सरकार के कर्मचारियों के यात्रा भत्ते की दरों पर वित्त मंत्रालय ने एक अधिसूचना जारी की है। वित्त मंत्रालय ने गुरुवार को 7 वें वेतन आयोग (7th Pay Commission) के अनुसार यात्रा भत्ते के तहत सात नियमों की घोषणा की, जो 1 जुलाई 2017 से प्रभावी हो चुकी हैं।

7 वें वेतन आयोग के तहत यात्रा भत्ता की घोषणा के सात नियमों की सूची यहां है।

स्तर में वेतन

1) इन आदेशों के प्रयोजन के लिए ‘स्तर में वेतन’ शब्द केंद्रीय सरकारी कर्मचारी वेतन मैट्रिक्स में उपयुक्त वेतन स्तर पर तैयार मूल वेतन का उल्लेख करते हैं, जैसा कि केन्द्रीय सिविल सेवा के नियम 3 (8) में परिभाषित किया गया है (संशोधित वेतन) नियम, 2016 और इसमें सैन्य सेवा वेतन (एमएसपी), गैर-प्रैक्टिसिंग भत्ता (एनपीए) या विशेष वेतन जैसे अन्य प्रकार के वेतन शामिल नहीं है।

2) हालांकि, यदि संशोधित पात्रता के संदर्भ में यात्रा भत्ता पात्रता के अनुसार अब किसी भी व्यक्ति, समूह या कर्मचारियों के वर्ग, अधिकारों, विशेष रूप से आवास के एक वर्ग के मामले में, मौजूदा यात्रा के तरीके को कम करने में निर्धारित परिणाम आदि, कम नहीं किया जाएगा।

सामान्य कोर्स में पात्र

3) इसके बजाय यात्रा भत्ता इस विषय पर पहले के आदेशों के द्वारा तब तक जारी रहेगा जब तक वे उच्च पात्रता के लिए सामान्य कोर्स में पात्र हो जाएंगे।

4) एक रिपोर्ट आगे बताती है कि 1 जुलाई 2017 को या उसके बाद किए गए यात्रा के संबंध में प्रस्तुत दावों को इन आदेशों के अनुसार विनियमित किया जा सकता है। 1 जुलाई, 2017 से पहले की गई यात्रा, 23/09/2008 के पिछले आदेशों के अनुसार विनियमित की जा सकती है।

रेल मंत्रालय जारी करेगा आदेश

5) रक्षा मंत्रालय और रेल मंत्रालय क्रमशः सशस्त्र बलों के कर्मियों और रेलवे कर्मचारियों के संबंध में एक अलग आदेश जारी करेंगे।

6) जहां तक भारतीय लेखा परीक्षा और लेखा विभाग में काम कर रहे सरकारी अधिकारी का संबंध है, ये आदेश भारत के नियंत्रक और महालेखा परीक्षक के परामर्श से संबंधित हैं।

अधिसूचना जारी कर रहा है मंत्रालय

7) वित्त मंत्रालय भत्ते पर काम कर रहा है और अधिसूचना जारी कर रहा है, फिर भी, बकाए के बारे में कोई खबर नहीं है। 18 महीनों की लंबी प्रतीक्षा के बाद, केंद्र सरकार के कर्मचारी जुलाई-अंत से शुरू होने वाले अपने संशोधित वेतन को प्राप्त करेंगे।

New Delhi – The Ministry of Finance has issued a notification on rates of travelling allowance of Central Government employees, almost a month after the Union Cabinet approved the recommendations of the 7th Pay Commission. The Finance Ministry on Thursday announced seven rules under travelling allowance as per 7th Pay Commission, which will be effective from July 1, 2017.

Here is the list of seven rules announced on travel allowance under the 7th Pay Commission:

1) According to reports, the ‘Pay Level’ for determining the Travel Allowance/Dearness Allowance entitlement is as indicated in Central Civil Service (Revised pay) Rules 2016.

2) The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Central Government Employees Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Military Service Pay (MSP), Non-Practising Allowance (NPA) or any other type of pay like special pay, etc.

3) However, if Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of a class of accommodation, mode of travel etc, shall not be lowered.

4) The Travelling Allowance will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5) A report further suggests that the claims submitted in respect of journey made on or after 1st July 2017, may be regulated in accordance with these orders. Journeys performed prior to July 1, 2017, may be regulated in accordance with the previous orders dated 23/09/2008.

6) Ministry of Defence and Ministry of Railways will issue a separate order in respect of Armed Forces personnel and Railway employees, respectively.

7) Government officials working in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

The Finance Ministry has been working and notifying on the allowances, still, there is no news regarding arrears. After a long wait of 18 months, the Central Government employees will be getting their revised salary starting from July-end.
