Transfer Policy in PSBs

Will the Minister of FINANCE be pleased to state :-

(a) the transfer policy in Public Sector Banks (PSBs) for upto scale III officers, bank-wise;
(b) whether some banks have recently transferred officers to more than 300 km from their present place of posting/home;
(c) if so, bank-wise number of officers scale-wise who have been transferred out of their present zone specially more than 300km of upto scale III;
(d) number of requests received from such officers bank-wise and scale-wise on grounds of health, spouse and small kids and how many are from women officers;
(e) how many such requests were not considered bank-wise and scale-wise; and
(f) the reasons for not accepting their requests?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (DR. BHAGWAT KARAD)

(a) to (f): Public Sector Banks have Informed that they have a well-defined ‘Transfer Policy’ in place, duIy approved by their Board to match their organisation’s requirement with the individual needs of the officers, a copy each of transfer policy received from respective banks is annexed at Annexure-I.

The number of officers upto scale III; bank-wise, scale-wise, transferred to more than 300 km from their present place of posting/home since 1.4.2021 till 10.12.2021 and the number of transfer requests received on health, spouse & small kids ground from male & female officers upto scale III is annexed at Annexure-ll.

Public Sector Banks have informed that, as far as possible, the transfer requests of employees are considered and accommodated on various grounds as per their respective transfer policies. Banks have further informed that some requests could not be considered due to various reasons which include, inter-alia, the following — non-availability of vacancies, transfer request for some places exceed number of vacancies there, administrative exigencies, requirement of personnel with specific skills at required places, ineligibility as per transfer policy, etc.
