STAFF STRENGTH AND VACANCIES IN RAILWAYS
1553. DR. JOHN BRITTAS:
Will the Minister of RAILWAYS be pleased to state:
(a) the number of regular employees currently working in the Railways;
(b) the number of contract/temporarily appointed employees in Railways as on date;
(c) the number of outsourced employees in Railways as on date;
(d) whether contract/ temporary/ out sourced employees are being paid at par with regular employees;
(e) if not, the details of current basic salaries of each post of regular, contract and out sourced employees at the beginning of their service/tenure;
(f) the number and details of posts abolished in Railways from 2017 till date; and
(g) the vacancies in Railways as on date, the category-wise details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (g) OF UNSTARRED QUESTION NO 1553 BY SHRI JOHN BRITTAS ANSWERED IN RAJYA SABHA ON 29.07.2022 REGARDING STAFF STRENGTH AND VACANCIES IN RAILWAYS
(a) The total number of regular employees currently working in the Railways is 12,52,347 as on 31.03.2021.
(b) Total number of contractual employees appointed against non-gazetted posts in Railways as on 31.12.2021 is 5,079.
(c) As per Indian Railway Shramik Kalyan Portal, total number of 5,87,968 contract workers are registered as on 22.07.2022.
(d) & (e) Contractors being the employers of contract labourers are required to abide by the provisions of the Minimum Wages Act,1948. Contract workers are paid by the contractors according to instructions issued by Ministry of Labour & Employment. These instructions are being circulated to Railways/PUs etc. for compliance. Contractual Paramedical staff are paid at par with regular employees.
(f) No post has been abolished in Railways from 2017 till date.
(g) Non-gazetted Group’C’ (including level-1) vacancies on Railways as on 01.04.2022 are 3,03,862(provisional) and in Gazetted cadre, there are 2473 vacancies. Vacancy position category-wise (SC/ST/OBC) is not maintained.
