DoPPW Clarifies Life Certificate Rules for Parents Receiving Enhanced Family Pension

The Department of Pension and Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances & Pensions has issued a clarification regarding the submission of life certificates by parents receiving enhanced family pension under the Central Civil Services (Extraordinary Pension) [CCS (EOP)] Rules, 1939/2023.

Clarification on Life Certificates for Parents

The clarification was issued in response to various references seeking guidance on the procedure for parents who are eligible for enhanced family pension under Categories ‘C’ and ‘D’ of the CCS (EOP) Rules.
The Office Memorandum (OM No. 1/11/2025-P&PW(K)) dated 28th October 2025, outlines the rule positions and provides clear instructions to avoid overpayment of pensions in cases where one of the parents passes away.

According to the existing rules:

  • Both parents are eligible for an enhanced family pension at 75% of the last pay drawn by the deceased Government servant if both are alive.
  • If only one parent is alive, the rate is 60% of the last pay drawn.
  • These provisions are contained in Rule 2(4) of Schedule-II of the CCS (EOP) Rules, 1939, and Rule 12(5) of the revised CCS (EOP) Rules, 2023.

No Existing Provision for Joint Life Certificates

The Department noted that there is currently no specific provision in the CCS (Pension) Rules for submission of life certificates by both parents in cases of enhanced family pension. As a result, in some instances, life certificates from only one parent were being submitted, leading to continuation of enhanced family pension payments even after the death of one parent.

New Decision: Both Parents Must Submit Life Certificates Annually

To address this issue, the DoPPW has now decided that both parents must submit life certificates every year in cases where enhanced family pension is payable to them under the CCS (EOP) Rules.

This step has been taken to prevent overpayment and ensure timely updation of records in case of the demise of one of the parents. The circular directs that this measure be implemented henceforth and widely publicized among all departments and pension disbursing authorities.
