LTC by Air to Jammu and Kashmir, NER and Andaman and Nicobar – DOPT relaxes norms for Central Government Employees who are not entitled other wise to travel by Air on LTC – Relaxation will be valid for Two Years till September 2016

LTC by Air to NER, J&K and A&N allowed for all central government EmployeesAfter relaxation to travel by air on LTC to NER, and Jammu and Kashmir got expired in June 2014, Government has reintroduced the same for Central Government Employees who are not entitled for travelling by Air on LTC.

As per the LTC Rules, Central Government Employees who are in receipt of Grade Pay of Rs. 5400 above will be eligible to travel by Air while availing LTC. However, DOPT has issued Office Memorandum dated 26.09.2014 to extend the benefit of travelling by Air to all Central Government Emplyees irrespective of Grade Pay, when LTC is availed for travelling to Jammu and Kashmir, NER and Andaman and Nicobar

Highlights of this relaxation are as follows:

All eligible Government Employees can travel by Air to visit any place in North Eastern Region, Jammu and Kashmir and Andaman and Nicobar Islands against the conversion of one block of their Home Town LTC.

Fresh Recruits are also eligible to avail this air travel benefit against conversion of one of the three Home Towns in a block of four years

As this concession is in addition to All India LTC applicable to all Central Government Employees, the same will be also available to Central Government Employees who are entitled to Travel by Air while availing LTC. These Central Government Employees can avail this LTC relaxation to travel to NER, J&K and A&N, in addition to All India LTC and they can travel by Air from their respective Head Quarters itself to Destination.

Central Government Employees who are not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors:

a. Between Kolkata/ Guwahati and any place in NER

b. Between Kolkata/ Chennai/ Bhubaneswar and Port Blair.

c. Between Delhi / Amritsar and any place in J&K

All Central Government Employees should use only LTC 80 Tickets as far as this relaxation is concerned

This relaxtion to travel by Air will also be applicable when Central Government Emplyees who are not entitled to travel by air, avail regular All India LTC to NER, J&K and A&N in 4 year block.

In other words, a Central Government Employee who is not entitled to travel by Air can fly twice by availing LTC in a 4 year block when he/she chose to travel by Air to NER, J&K and A&N by availing relaxation and also travel to one of these places under ALL India LTC.

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by air to visit NER and A&N.
The undersigned is directed to say that in relaxation to CCS (LTC) Rules, 1988, it has been decided by the Government to permit Government servants to travel by air to North East Region (NER) , Jammu and Kashmir and Andaman & Nicobar Islands (A&N) as per the following scheme.
(i) All eligible Government servants may avail LTC to visit any place in NER/ A&N against the conversion of one block of their Home Town LTC. Fresh Recruits are also eligible for this benefit against conversion of one of the three Home Towns in a block of four years applicable to them.
(ii) Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class.
(iii) Government servants not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors:
a. Between Kolkata/ Guwahati and any place in NER
b. Between Kolkata/ Chennai/ Bhubaneswar and Port Blair.
c. Between Delhi / Amritsar and any place in J&K
Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement.
(iv) Air travel is to be performed by Air India in Economy Class only and at LTC-80 fare or less.
(v) Air travel by non-entitled officers on the sectors mentioned in item (iii) above may be permitted while availing LTC to any place in India (4 year Block) also.
(vi) Air Tickets to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT’s O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.
2. These orders shall be in operation for a period of two years from the date of issue of this O.M.
3. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the Airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.
4. In their application to the staff serving in the Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India.

  3. I am working as Day. Works Engg. In INDIA SECURITY PRESS NASIK in GP 4600/- Can I travel from Mumbai to Andaman by air . The fare eligibility from Mumbai to chenni is 2TAC. Accordingly claim Can be settled. But my department is not allowing to book ticket directly from mumbai to Andaman but forcing to book separate ticket for two region by air I.e from Mumbai to chennai and from chennai to Andaman instead from Mumbai to Andaman . pl clarify .

I availed 2014-2017 block ltc from chennai to kolkatta to bagdogra (NER) by Air India in the year of 2014.The cda not passing my claim from chennai to kolkata by air fare. Passing 2AC train fare only. Pl clarifi can i get the air fare from chennai to kolkata. Replay
