OFFICE MEMORANDUM
Subject: Review of payment made through issue of Cheque during the financial year 2021-22-reg.
All payments to Govt. servants or payments above Rs.5000 to suppliers etc. are to be made by electronically signed payment advices for direct credit to their bank accounts in accordance with the amendment of (Receipts and Payments) Rules, 1983.
2. In this connection, It is observed that a large number of transactions involving payments beyond Rs.5000 are still being done through issue of cheque as per the report from PFMS for the financial year 2021-22 (Copy enclosed).
3. In view of the above, Pr.CCA/CCA/CA of the Ministries/Departments are, therefore, requested to review instances for such payments made by PAQOs through issue of cheques during the financial year 2021-22 and issue suitable instructions to PAOs under their control to strictly adhere to the instructions to minimize usage of cheques in government payments.
