CGHS Integrates with Bhavishya Portal to Simplify Pensioner Card Process for Retiring Central Government Employees
In a significant move towards digital governance and improved citizen services, the Ministry of Health & Family Welfare has integrated the Central Government Health Scheme (CGHS) Online System with the Bhavishya Portal, enabling retiring Central Government employees to obtain their CGHS Pensioner Cards through a streamlined, paperless process.
The integration has been introduced to simplify the application process, reduce paperwork, and ensure that eligible retirees can access CGHS healthcare benefits immediately after retirement without unnecessary procedural delays.
Key Features of the Integrated System
Under the newly integrated workflow, several pension-related processes will now be automated, making the application process faster and more convenient.
The major features include:
- Automatic pre-filling of application forms: Pension-related information already available on the Bhavishya Portal will automatically populate the CGHS Pensioner Card application, eliminating the need for repeated data entry.
- PAN-based verification: The Permanent Account Number (PAN) will serve as the unique identifier for secure real-time validation and exchange of information between the CGHS Online System and the Bhavishya Portal.
- Digital processing of Pensioner Cards: Once pension documents are verified by the Head of Office (HoO), the Pension Payment Order (PPO) is generated, and the prescribed CGHS contribution is paid online through the integrated BharatKosh payment gateway, the CGHS Pensioner Card will be generated electronically.
- Easy download facility: The approved CGHS Pensioner Card can be downloaded from both the CGHS Portal and the Bhavishya Portal, providing greater convenience to pensioners.
Faster and Paperless Access to Healthcare Benefits
According to the Ministry, the integration is expected to:
- Reduce procedural delays in issuing CGHS Pensioner Cards.
- Minimise manual intervention and paperwork.
- Eliminate duplication of data entry across government systems.
- Provide a seamless digital experience for retiring employees.
- Ensure timely availability of CGHS healthcare facilities immediately after retirement.
The initiative aligns with the Government’s ongoing efforts to enhance digital public services and improve the ease of living for pensioners.
Existing CGHS Application Process Continues
The Ministry has clarified that the integrated Bhavishya-based workflow has been introduced as an additional facility for retiring employees.
The existing online application process through the CGHS Portal will continue to remain operational, allowing retiring employees to choose either method according to their convenience.
Ministries Asked to Promote the New Facility
All Ministries and Departments of the Government of India have been requested to inform retiring employees under their administrative control about the new integrated platform to encourage wider adoption.
The Ministry has also stated that detailed Standard Operating Procedures (SOPs), user manuals, and operational guidelines for the integrated workflow will be made available separately through the official CGHS and Bhavishya portals.
The Office Memorandum, issued on 17 July 2026, marks another step in the Government’s digital transformation initiatives aimed at delivering faster, simpler, and more efficient services to Central Government pensioners.
