CGHS extends cover to dependent transgender children and siblings, regardless of age

CGHS transgender cover

The Ministry of Health & Family Welfare has allowed Central Government Health Scheme (CGHS) and CS(MA) Rules, 1944 medical facilities to dependent transgender children and siblings of Central Government employees—serving and pensioners—irrespective of age.

The Office Memorandum (OM), issued on 16 September 2025 from Nirman Bhawan, New Delhi, states that eligibility is not tied to age if two conditions are met: the person is wholly dependent on the government servant as per the existing financial limit notified by CGHS, and they possess a District Magistrate certificate under the Transgender Persons (Protection of Rights) Act, 2019.

Key conditions at a glance

  • Wholly dependent as per CGHS financial dependency limits (reference: OM dated 08.11.2016).
  • Certificate from the District Magistrate issued under the Transgender Persons (Protection of Rights) Act, 2019.
