Non-Productivity Linked Bonus (Ad-Hoc Bonus) for Central Government Employees 2023-24
The Department of Expenditure, under the Ministry of Finance, has approved the grant of Non-Productivity Linked Bonus (Ad-Hoc Bonus) to Central Government employees for the fiscal year 2023-24. This bonus, also known as the ad-hoc bonus, is aimed at Group ‘C’ and non-gazetted Group ‘B’ employees who are not covered by any existing Productivity Linked Bonus Schemes.
Key Details of the Ad-Hoc Bonus
Eligible employees will receive an ad-hoc bonus equivalent to 30 days of emoluments, with a ceiling of Rs. 7,000 per month. This benefit is extended to the Central Para Military Forces, Armed Forces, and Union Territory Administration employees who follow the Central Government’s emolument pattern.
Eligibility Criteria and Conditions
To qualify for this bonus, employees must meet specific criteria:
- Service Requirements: Employees should have been in service as of March 31, 2024, with a minimum of six months of continuous service during the year. Those with service periods between six months and one year are eligible for a pro-rata payment based on completed months.
- Payment Calculation: The bonus amount is calculated based on emoluments or Rs. 7,000, whichever is lower. The formula for one day’s bonus is:

For example, if an employee’s monthly emoluments are Rs. 7,000, the bonus for 30 days would be calculated as:

- Casual Labour Provisions: For casual labourers, eligibility depends on fulfilling 240 days of service for three consecutive years. Casual labourers employed on a five-day week schedule must meet a requirement of 206 days per year.
Special Conditions
- Reinstatement During Suspension: Employees under suspension who are reinstated with full benefits are eligible for the bonus, while those on leave without pay are excluded.
- Transfers: Employees transferred between eligible departments are entitled to the bonus based on their combined service periods, ensuring no break in service.
- Expenditure and Budget: The ad-hoc bonus is debitable to the Department of Expenditure and will be funded from the current year’s sanctioned budget of the concerned Ministries/Departments. All payments will be rounded off to the nearest rupee.
Final Notes
This bonus aims to acknowledge the contributions of non-gazetted employees and certain other categories by providing financial support at the end of the fiscal year. All payments will be subject to the provisions laid down by the Department of Expenditure and the Ministry of Finance.
