Finance Ministry Issues Additional Instructions on Use of Staff Cars
The Department of Expenditure under the Ministry of Finance has issued additional instructions regarding the use of staff cars in Central Government offices. The Office Memorandum dated 27 May 2026 reiterates the need for strict compliance with existing guidelines to ensure optimal utilization of government vehicles and prevent their misuse.
Referring to the staff car usage guidelines issued on 1 September 2022, the Department has clarified that officers who are already entitled to and using an official staff car for their regular post should not be provided with an additional vehicle when they are assigned the additional charge of another post in a Ministry, Department, Attached Office, Subordinate Office, Autonomous Body, or Public Sector Undertaking.
The memorandum further states that any vehicles that remain unused should be kept in safe custody instead of being allotted unnecessarily.
In another important instruction, Central Government officials have been directed not to retain at their disposal staff cars belonging to Government Undertakings, quasi-government organizations, autonomous bodies, or public sector undertakings. Such vehicles may only be used when officials are on tour.
According to the Department of Expenditure, these measures are intended to improve vehicle utilization and strengthen oversight over the use of government resources. The instructions have been issued with the approval of the Secretary (Expenditure).
The Office Memorandum has been circulated to all Ministries and Departments, Financial Advisors, and Private Secretaries to Union Ministers for compliance.
