DoPT Notifies Amended Recruitment Rules for 11 Faculty Posts in ISTM
The Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances and Pensions, has notified amendments to the Recruitment Rules (RRs) for multiple faculty positions at the Institute of Secretariat Training and Management (ISTM).
According to an official communication, the revised Recruitment Rules for 11 faculty posts have been approved by the competent authority and published in the Gazette of India dated March 28, 2026.
Posts Covered Under the Amendment
The amended Recruitment Rules apply to the following positions at ISTM:
- Joint Director (Behavioural Training)
- Joint Director (Financial Management)
- Joint Director (Peripatetic Training)
- Deputy Director (Management Services)
- Deputy Director (Office Management)
- Deputy Director (Financial Management)
- Deputy Director (Peripatetic Training)
- Deputy Director (Foundational Course)
- Deputy Director (Accounts)
- Deputy Director (Vigilance Course)
- Assistant Director (Office Management)
The ISTM has been requested to take necessary action in respect of these posts following the notification.
Key Features of the Amended Rules
The notified Recruitment Rules lay down detailed provisions regarding:
- Method of recruitment, including deputation and direct recruitment
- Classification and pay levels, aligned with the pay matrix
- Eligibility criteria, including educational qualifications and experience
- Age limits and relaxations, as per existing government norms
- Reservation provisions for SC, ST, OBC, ex-servicemen, and other categories
For several senior positions such as Joint Directors, recruitment is primarily through deputation (including short-term contract) from eligible officers serving under the Central Government, State Governments, Union Territories, public sector undertakings, and recognized institutions.
Example: Stenographer Grade-II Rules Updated
The Gazette notification also includes updated Recruitment Rules for the post of Stenographer Grade-II at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
Key highlights include:
- Pay Level: Level 4 (₹25,500–81,100)
- Age Limit: 18–27 years (relaxable for government servants up to 40 years)
- Educational Qualification: 12th pass or equivalent
- Skill Requirement:
- Dictation: 80 words per minute for 10 minutes
- Transcription: 50 minutes (English) / 65 minutes (Hindi) on computer
- Recruitment Method: Direct recruitment through the Staff Selection Commission (SSC)
- Probation Period: Two years
Gazette Notification and Implementation
The amended rules have been issued under the provisions of Article 309 of the Constitution and have come into effect from the date of their publication in the Official Gazette.
These changes are expected to streamline recruitment processes and update eligibility norms for faculty and related positions in ISTM and associated training institutions.
