Cabinet Secretariat Invites Officers to Share Innovative Governance Practices; Entries Open Till May 31

In an effort to encourage knowledge sharing and improve governance outcomes, the Cabinet Secretariat has invited government officers across the country to submit documented examples of innovative practices and administrative initiatives that could be adopted more widely across departments and states.

The initiative seeks to tap into the extensive experience of officers serving in the Central Government, State Governments, and various All India, Central, and State Services. According to the government, many officers develop valuable solutions and administrative approaches during the course of their work, and sharing these experiences can help strengthen governance systems through cross-learning.

The move is aimed at creating a platform where successful ideas and field-level innovations can be documented and made accessible to a wider administrative audience.

Government Officers Encouraged to Participate

The Cabinet Secretariat has requested all Secretaries to the Government of India, Chief Secretaries of States and Union Territories, and Directors General of State Administrative Training Institutes to encourage officers working under their jurisdiction to contribute noteworthy practices.

Submissions will be coordinated through the National Centre for Good Governance (NCGG), which has been entrusted with receiving and processing entries under the initiative.

Deadline for Submission: May 31, 2026

Government officers can submit their notes directly to NCGG by 31 May 2026 in the initial phase.

Notably, the government has chosen not to prescribe a rigid submission format. Officers are free to write in any language, including regional languages, and may structure their notes according to their preference.

However, certain broad guidelines have been issued:

  • Notes should be typed and not handwritten
  • Submissions should not exceed seven pages
  • Content should remain concise and easy to understand
  • Entries may relate to any area of public administration where officers believe significant or innovative work has been carried out

The memorandum also makes it clear that submissions can range from simple procedural improvements to broader systemic reforms.

Multi-Level Screening and Evaluation Process

The Cabinet Secretariat has outlined a structured review mechanism for evaluating the submissions.

Initially, entries received by NCGG will be examined for their relevance and significance. This will be followed by external validation before the shortlisted proposals are placed before a Scrutiny Committee comprising senior officers in the Cabinet Secretariat.

Practices that are ultimately selected will be uploaded to the portals of the Cabinet Secretariat and NCGG, allowing successful governance initiatives to be shared and potentially replicated across different administrative setups.

Why This Initiative Matters

Many effective governance improvements often originate at the field level, emerging from officers dealing with day-to-day administrative challenges. However, such innovations frequently remain confined to a specific office, department, or region.

By creating a mechanism to identify, document, and disseminate successful practices, the government appears to be aiming to build a culture of collaborative learning and innovation in public administration.

The Cabinet Secretariat has also asked authorities to circulate the communication widely among officers to ensure broader participation and maximize the reach of the initiative.
