APAR-Linked iGOT Karmayogi Courses: DoPT Issues Clarification
The Department of Personnel and Training (DoPT) has reiterated that completion of APAR-linked courses and comprehensive assessments on the iGOT Karmayogi platform is mandatory for all Central Government employees and officers of the All India Services (AIS).

What the Clarification Says
The DoPT stated that the earlier instructions issued on July 4, 2025 remain fully applicable to:
- All Central Government employees
- Officers belonging to the All India Services (AIS)
The Office Memorandum further clarified that there is no restriction on Ministries or Departments from extending the same requirement to other categories of employees, including those working in Autonomous Bodies and Public Sector Enterprises.
Coverage Under Mission Karmayogi
As per the Cabinet mandate, Mission Karmayogi covers:
- Civil servants
- Holders of civil posts
- Temporary hires
- Other personnel discharging responsibilities in Ministries, Departments, Organisations, and agencies of the Union Government
Accordingly, employees of Autonomous Bodies and PSEs are encouraged to onboard on the iGOT Karmayogi platform and undertake available courses to support capacity building and performance enhancement.
Reflection in Performance Appraisal Reports
The DoPT has also clarified that Ministries and Departments that wish to mandate iGOT courses and comprehensive assessments for employees of Autonomous Bodies or PSEs may do so by:
- Creating training plans
- Designing comprehensive assessments
- Uploading them on the iGOT Karmayogi platform
This process will be similar to the mechanism already in place for Central Government employees, enabling reflection of course completion in the Performance Appraisal Reports (PAR/APAR).
