Subject: Deployment of Staff to Night Duty and payment of Night Duty Allowance — reg.

2. DoPT letter No. A-27016/02/2017-Estt.(AL) dated 13.07.2020 (copy enclosed)

It has come to the notice of this office that deployment of Industrial employees for Night Duty at various installations is being carried out by GEs and payment of Night Duty Allowance is made by respective AOGEs based on DO Part II OO published by GEs irrespective of the fact whether the employees are authorized for NDA or not or requisite sanction is accorded by the competent authority as desired vide Gol ibid letters.

It is pertinent to mention here that deployment of staff for Night Duty and payment of NDA is governed by Gol MoD ID No. 6(4)/88//D(Civ.I) dated 15.03.1990 and DoPT letter No. A-27016/02/2017-Estt.(AL) dated 13.07.2020. As per the provisions of ibid letters —

1. In addition to other conditions for grant of Night Duty Allowance, as per Annexure to the GoI letter dated 15.03.1990 only employees mentioned therein are eligible for NDA.
2. Employees, other than those mentioned in Annexure to ibid GoI letter, if deployed for Night Duty, requires approval of one level higher than the authority Competent to sanction NDA (Para 4 of ibid letter dated 15.03.1990 refers).

In view of the above, it is directed to re-examine Night Duty Allowance bills passed by your office during last 3 years in light of the ibid letters and a detailed report be submitted to this office.
