OFFICE MEMORANDUM

Subject: Simplification of the process for upgradation of the existing categorization of CPSEs.

The undersigned is directed to refer to this Department OM NO. 9(11)/2011-GM dated 30.11.2011 Prescribing Criteria/parameters for categorization of central Public Sector Enterprises (CPSE). The above guidelines were Partially amended to Provide for auto-Categorization as schedule ‘C’ to:

(i) all asset holding CPSEs created for managing the non-core assets of the CPSEs under disinvestment; and

(ii) already approved CPSEs and yet to be made functional! vide DPE OM of even number dated 11.12.2023.

2. Similarly, to Simplify the process for upgradation / downgradation of the existing initially categorized CPSEs to higher / lower Schedule, it has been decided with the approval of Hon’ble Finance Minister to Prescribe the following modifications in the extant guidelines:

(i) All initially categorised CPSEs would continue to come to DPE for upgradation of their schedule with the approval of their Administrative Ministry/Department as per extant guidelines. DPE will examine the recommendations of the Administrative Ministry/Department as per the existing parameters Prescribed in DPE OM dated 30.11.2011 and take the decision on upgradation proposal of the concerned CPSE with the approval of Hon’ble Finance Minister. Such Proposals would not be referred to PESB and Cabinet Secretariat.

(ii) Similar procedure as in para (i) above would be followed for any proposal for down-gradation of initially categorized CPSE to a lower schedule.

3. All the administrative Ministries/Departments are requested to take note of the above modifications in the guidelines for Categorization of CPSEs.
