Sub: Date of Implementation of Reservation in promotion to Persons with Benchmark Disabilities (PWBDs) — regarding.

1. Please refer to this Office Circular No.HRD/1(71)2020/Misc.-Part(1)/613 dated 23.05.2022 vide which DoP&T OM No.36012/1/2020-Estt.(Res.-II) dated 17.05.2022 on the subject “Reservation in promotion to Persons with Benchmark Disabilities (PwBDs)” was circulated to all the concerned. As no specific date of implementation had been mentioned in the said OM, the matter was referred to MoL&E vide Letter No. A-32015/5/2021-HRM-IV/9278 dated 19.07.2022.
2. MoL&E vide letter no. A-32022/01/2022-SS-I dated 15.11.2022 has forwarded the clarification of DoPT stating “No retrospective date for implementation has been mentioned in the OM. Hence, it is effective from the date it has been issued.”
3. The above clarification is brought to the notice of all concerned for information and necessary action.
