National Council (JCM) Staff Side Meeting on 8th CPC Focuses on Old Pension Scheme

An extended meeting of the Staff Side Members of the National Council (JCM) was held in New Delhi on November 15, 2025, to deliberate on the Gazette Notification dated November 3, 2025, regarding the appointment and Terms of Reference (ToR) of the 8th Central Pay Commission (CPC). The meeting, chaired by Shiva Gopal Mishra, Secretary (Staff Side), was attended by representatives from several constituent organizations of the JCM.

Focus on ToR Amendments and Pension Revision

The participants discussed the ToR of the newly constituted 8th CPC and decided to request amendments from the Government of India. A letter from the Staff Side Secretary will be sent to the Prime Minister, with copies to the Finance Minister, Cabinet Secretary, and Secretary (DoPT), urging:

  • Inclusion of the restoration of the Old Pension Scheme (OPS) in the ToR.
  • Revision of pensionary benefits for existing pensioners and family pensioners under the Central Government and Autonomous Bodies.
  • Deletion of ToR (f)(iii) referring to the “unfunded cost of non-contributory Pension Scheme.”

Input Sought from Constituent Organizations

The Staff Side decided to seek detailed inputs from all constituent organizations for preparing a comprehensive memorandum to be submitted to the 8th CPC. These inputs, to be submitted by December 15, 2025, will cover a broad range of topics such as:

  • Fixation of minimum wage, fitment factor, and proposed pay structure.
  • Allowances and advances including Transport Allowance, Children Education Allowance, Risk Allowance, Daily Allowance, and House Rent Allowance.
  • Special pay revisions, classification of posts, and MACP/promotion policies.
  • Issues relating to Gramin Dak Sevaks, women employees, contractual staff, and compassionate appointments.
  • Restoration of OPS and pension revision for pre-2026 pensioners.
  • Effective functioning of the JCM grievance redressal machinery.

Nomination for Drafting Committee

Organizations have been asked to nominate their representatives to the Drafting Committee by November 25, 2025. The allocation is as follows:

Each organization is also required to submit department-specific memoranda addressing cadre-related issues alongside the collective JCM Staff Side report.

Letter to the Prime Minister

A letter dated November 17, 2025, addressed to the Prime Minister by the Staff Side has been issued, formally requesting the Government to incorporate necessary amendments in the ToR of the 8th CPC to safeguard the interests of Central Government employees and pensioners.
