NCCPA Urges 8th Pay Commission to Fix Technical Issues in Memorandum Submission Portal
The National Co-ordination Committee of Pensioners Associations (NCCPA) has written to the Member Secretary of the 8th Central Pay Commission (CPC), highlighting technical shortcomings in the online portal meant for submission of memoranda.
In its letter dated April 13, 2026, the NCCPA acknowledged recent improvements made by the Commission, including the increase in character limit from 3,500 to 10,000 and enhancement of attachment size from 2 MB to 10 MB. The association noted that these changes have significantly improved the scope for detailed submissions.
However, the organisation pointed out a critical issue in the current structure of the portal. According to NCCPA, the format does not adequately support responses to multiple sub-questions or sub-themes under each main theme. This limitation, it said, restricts comprehensive and systematic submissions, affects clarity, and prevents respondents from addressing all aspects of a topic effectively.
The association has specifically requested the Commission to introduce a clear and structured provision that would allow respondents to address each sub-question or sub-theme separately. It also emphasized the need for flexibility in formatting, enabling contributors to present their inputs without restrictive constraints.
NCCPA further highlighted the urgency of the matter, noting that the last date for submission of memoranda is approaching quickly. It stressed that immediate rectification of the issue is essential to ensure effective participation from all stakeholders.
The association expressed that resolving these technical limitations at the earliest would facilitate the submission of complete, structured, and meaningful memoranda, thereby supporting the Commission’s objective of inclusive consultation.
