Government Confirms Constitution of 8th Central Pay Commission; Recommendations Expected Within 18 Months
In a reply placed before the Lok Sabha, the Ministry of Finance has provided a clear update on the status of the 8th Central Pay Commission (8th CPC)—a development closely watched by over 50 lakh Central Government employees and nearly 69 lakh pensioners. The information was shared through Unstarred Question No. 1347 answered on 8 December 2025.
8th CPC Already Constituted; Terms of Reference Notified
Responding to queries from several Members of Parliament—including Shri N.K. Premachandran, Thiru Thanga Tamilselvan, Dr. Ganapathy Rajkumar P., and Shri Dharmendra Yadav—the Minister of State for Finance, Shri Pankaj Chaudhary, confirmed that the 8th Central Pay Commission has already been constituted.
The Terms of Reference (ToR) were formally notified through a Resolution dated 03.11.2025.
As per the government’s submission, the ToR empowers the Commission to examine and recommend appropriate revisions in pay and pension structures.
Decision on Implementation Date Lies With Government
One of the most anticipated aspects—whether the 8th CPC will take effect from 01.01.2026—has not been finalised. The reply clarifies that the date of implementation will be decided by the Government based on the Commission’s recommendations and related considerations.
Fund Allocation to Be Made Upon Acceptance of Recommendations
The Government has stated that appropriate financial provisions will be made in future budgets to implement the accepted recommendations of the 8th CPC. Although no specific financial outlay was disclosed, the Ministry assured that funds will be arranged as required.
Scope: Over 1.19 Crore Beneficiaries
The Commission’s work is expected to impact a massive workforce:
- 50.14 lakh Central Government employees
- 69 lakh pensioners
These figures were clearly stated in the official reply.
Consultation With Stakeholders
On whether the 8th CPC has consulted various employee associations, pensioner bodies, and State Governments, the Ministry noted that the Commission will devise its own methodology and procedure for formulating recommendations. This indicates that stakeholder consultations may be undertaken as per its internal processes.
Timeline: Recommendations Expected in 18 Months
As per the Resolution dated 03.11.2025, the Commission is expected to submit its recommendations within 18 months from the date of its constitution.
Thereafter, the Government will decide the timeline for implementation.
Grievances Over Delays Noted but No Specific Relief Mentioned
Members of Parliament also raised concerns over the delay in commencement of the Commission’s work. While the reply did not specify separate grievance-redressal steps, the Ministry reiterated that the Commission has been constituted and its ToR notified.
