Subject: Attachment of garages with nearby/adjacent Govt. quarter in Type VA and Type VB.
As per Rule 20 of the Central Government General Pool Residential Accommodation Rules, 2017 an allottee of Types V A[D-II] and V B[D-I] may apply for allotment of a garage in case he/she owns a car. The deemed date of application for allotment of garage shall be the date of technical occupation of initial allotment of accommodation by the allottee for the locality.
2. It has been observed that the ground floor allottees are beneficiary of extra space that is provided in ground floor quarters and it can be easily used for parking of vehicle. The same is not available to upper floor allottees. Also, there is difference in date of priorities of ground floor and upper floor allottees due to which upper floor allottees may not get chance for allotment of garage in comparison to ground floor allottees.
3. The matter has been reviewed and it has now been decided by the competent authority that the garages available in Govt. colonies shall be attached to nearby/adjacent quarter, so that quarter and garages may be considered as one unit while allotment of garage through ASA. Therefore, based on the data available in GAMS and information received through CPWD Centers of listed Type VA and Type VB colonies, garages are being attached to nearby/adjacent Govt. quarter as per the annexures.
4. Practically, the attachment will be done in a phased manner as follows: –
(i) Firstly, the quarters already attached with adjacent garages and matching the proposed attachment of Directorate of Estates, will be attached as per this proposal by concerned allotment Sections.
(ii) Secondly, in such cases where two garages are proposed to be attached to such two quarters which were earlier attached to the opposite garages, mutual exchange between garages will be required. This will be done by concerned allotment sections with the consent of the current allottees.
(iii) Thirdly, if the allottee is not in position to vacate the garage at this point of time, the garage will be attached / declared unattached (as per this proposal) on vacation of GPRA by the present allottee.
5. Therefore, the concerned allotment Sections are requested to take further necessary action accordingly.
