Ban on new Post under Economy measures: Vacant Post for more than a year shall not be revived
It is instructed by the Finance Ministry that Posts that have remained vacant for more than a year shall not be revived except under very rare and unavoidable circumstances and after seeking clearance of the Dept. of Expenditure.

OFFICE MEMORANDUM
Sub: Expenditure Management- Economy Measures and Rationalization of Expenditure.
In continuation of this Departments OM of even no dated 31/5/2012 on the subject cited above, it is further stated that posts that have remained vacant for more than a year shall not be revived except under very rare and unavoidable circumstances and after seeking clearance of the Dept. of Expenditure. This shall be implemented with immediate effect.
Secretaries to the Government of India and Financial Advisers are requested to ensure strict compliance of the above instructions
