Minutes of the Joint Separate Meeting held with both the Federations i.e. AIRF and NFIR on 02.04.2024 regarding (i) Aptitude Test for Loco Pilots in Promotion Stages; and (ii) Avenue of Promotion to the post of Technician, Grade-III in S&T Department.

Sub: Aptitude Test for Loco Pilots in Promotion Stages.
Both the Federations emphasized for dispensing with the Aptitude Test for Loco Pilots for promotion. Experience of Loco Pilots should only be considered.
Official side stated that matter was examined and views of all Zonal Railways were sought on the matter. Zonal Railways had agreed for holding with Aptitude Test. Federations re-iterated that there should be no change in the existing policy.

Sub: Avenue of Promotion to the post of Technician, Grade-III in S&T Department.
During the meeting, it was agreed by the Official Side as well as Staff Side that there should be a LDCE quota of 25% for promoting Assistants to Technician Grade-IIL. This quota/ percentage will be taken from the DR quota of Grade-III. The promotional quota under Grade-III which is presently bifurcated as 50% from the candidates with educational qualification less than matric and 50% others, will be merged and this promotional quota of 50% will be filled on seniority basis only.
Those erstwhile Gr. ‘D’ already in service as on 22 May, 2002 not having qualification of Class ‘X”” (Board) Examination will continue to be eligible for promotion against ‘Promotion Quota’ vacancies of Technicians Gr. III.
For getting direct entry in Technician (Telecom), it is proposed to have parity with Technician (Signal) and have 15% DR quota for TCM Grade-I. However, Federations did not agree to this.
