The Central Civil Services (Commutation of Pension) Rules, 1981 correspond to Railway Services (Commutation of Pension) Rules, 1993. FR-56(a) corresponds to Rule 1801 contained in Indian Railway Establishment Code Vol. II [1987 Edition].
