Sub: Chain of acceptance of APARs of Group ‘C’ staff of a Division.
Ref. Board’s letter No. E(NG)I-90/CR/4 dated 17.06.1991 (MC No. 28/91)
As the railway administrations are aware, the extant instructions governing APAR of non gazetted employees are contained in Master Circular No. 28 and instructions issued on the subject from time to time.
Some of the Zonal Railways have sought clarification as to whether the chain of acceptance of APARs are the same, and is applicable for all the Departments of the Division including the Accounts Department. Matter has been examined in consultation with concerned Directorates. It is clarified that the same system is to be followed in all departments including Accounts.
