In exercise of the powers conferred by the proviso to Article 309 and Clause (5) of Article 148 of the Constitution and after consultation with the Comptroller and Auditor-General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules, namely
DOPT has lifted the Three years Time Limit stipulated in the earlier OM No: 14014/19/2002-Estt(D) dated 05.05.2012 consequent on Hon’ble High Court Allahabad Court Judgement dated 07.05.2010 in civil Misc Writ Petition No: 13102 of 2010.
As per the the Office Memorandum F.No: 14034/1/2012-Estt.(D) dated 26.07.2012 the demand of grant of out of turn promotion for excellence in sports events has been considered by the Government and it has been decided to allow a maximum of three out of turn promotions to a sports person/coach
Department of Personnel & Training has come up with detailed guidelines to check the delay in grant of sanction of Prosecution by the competent authorities in various Ministries and Departments.
DOPT has issued guidelines to National Training Policy which was formulated by it in the month of January 2012.

Based on recommendation of Sixth Pay Commission report in the office Memorandum F.No: 14014/2/2009-Estt(D) dated 11.12.2009, it was decided by the Government that for appointment on compassionate grounds, in exceptional circumstances Government may consider recruiting persons not immediately meeting the minimum educational standards.
