Expenses for the training to be repaid if employee quits
The Centre has made it mandatory for bureaucrats to execute a bond to pay back all expenses incurred by the government before taking up an advanced training programme, in case they leave the course or service mid-way.
Age Limit relaxation for Civil Service aspirants from the state of Jammu and Kashmir
In good news for civil service aspirants in Jammu and Kashmir, the Centre has extended till next year the relaxation in upper age limit for the residents of the state. According to the notified changes, people of the state can write All India Service Examination till they attain the age of 35 years.
Handbook on Recruitment Rules, 2010
While giving detailed guidelines in Office Memorandum No: AB.14017/48/2010-Estt.(RR) dated 31.12.2010, for framing, amending and relaxing of Recruitment Rules for various cadres in the Cental Government establishments, DOPT has issued an Handbook of Recruitment Rules 2010 which is a compilation of all orders, clarifications, OMs issued by DOPT regarding Recruitment Rules.

Guidelines for relaxation in Recruitment Rules
The Department of Personnel and Training (DOPT) has noted that the proposals seeking relaxation in Recruitment Rules are not referred through a self-contained note leading to confusion/ambiguity. Therefore, the DOPT has decided that, the proposal for relaxation should consist of a self contained note indicating the name of officers, batch, period of relaxation/shortfall, and justification for the same duly approved by competent authority. It is further decided that any reference to DOPT should be made at the level of Joint Secretary. The signed and issued copy of Seniority List of the grades and dully filled in Annexure IV in prescribed proforma may also be furnished with the proposal.
