Maximum limit on accumulation of EL and maximum limit of EL for encashment at the time of retirement

Sub: Maximum limit on accumulation of EL and maximum limit of EL for encashment at the time of retirement as well as benefit of surrender of EL for encashment purpose. – revision reg.
Preamble:
As per Rule 112(3) read with Rule 113(5) of K.C.S.Rs., there is a provision to carry forward the leave at the credit of a Government servant at the close of the previous year to the next half year, subject to the condition that the accumulation of such leave on account of carry forward plus the credit for the half year does not exceed 240 days. Rule 118 A (1) of K.C.S.Rs. provides for sanction of cash equivalent to the leave salary for EL, if any, at the credit on the date of retirement of a Government servant , who retires on superannuation, subject to a maximum of 240 days. Further, as per the existing provisions under Rule 118(2) of K.C.S.Rs., a Government servant may surrender EL not exceeding 30 days out of the leave at his credit once in a block period of two years and receive a cash equivalent of the leave salary.
The Official Pay Committee 2011 has recommended to enhance the maximum limit of EL from 240 days to 300 days as per Rule 113(5) and also to enhance the maximum limit of EL that can be surrendered as per Rule 118 A(1) for encashment at the time of retirement from the existing 240 days to 300 days as well as to allow the Government servant to surrender EL not exceeding 15 days out of the leave at his credit every year for the purpose of encashment as per Rule 118(2) of K.C.S.Rs. These recommendations have been accepted by the Government and accordingly the following order.

The maximum limit on accumulation of EL on account of carry forward plus the credit for the half year as per Rule 112(3) and Rule 113(5) of K.C.S.Rs. has been enhanced from 240 days to 300 days w.e.f. 01.04.2012.
2. The maximum limit of EL that can be surrendered for encashment at the time of retirement as per Rule 118 A(1) of K.C.S.Rs. has been enhanced from 240 days to 300 days w.e.f. 01.04.2012.
3. Instead of surrender of EL not exceeding 30 days in a block period of two years for encashment purpose, it is ordered that EL not exceeding 15 days every calendar year (from1st January within 31st December of the respective year) may be surrendered and receive a cash equivalent of the leave salary as per Rule 118(2) of K.C.S.Rs. w.e.f. 01.01.2013.
4. All other conditions relating to EL and encashment of EL as stipulated under Rule 112,113,118 and 118A of K.C.S.Rs. shall continue to apply.
5. The order is applicable to the employees of institutions receiving Grant-inAid from Government.
6. Necessary amendments will be issued to Rule 112,113,118 and 118A of K.C.S.Rs. separately.
