Whether NPA could be reckoned for calculating Encashment of Leave?
In consultation with DOPT and Department of Expenditure, Ministry of Finance, Railway Board has clarified that NPA (Non-Practicing Allowance) shall be taken into account for calculating encashment of Leave on Average Pay (LAP) while availing Privilege Pass / PTO. The detailed order of Railway Board in this regard is as follows.

Subject: Sixth Central Pay Commission Recommendations regarding Encashment of Leave on Average Pay (LAP) while availing Privilege Pass/PTO – Clarification regarding reckoning of NPA while calculating encashment of LAP.
Reference have been received in this office from different quarters seeking clarification as to whether Non-Practicing Allowance (NPA) is to be taken into account while calculating the cash equivalent for encashment of LAP up to 10 days while availing passes/PTO.
2. The matter has been examined in consultation with the Department of Personnel and Training the nodal department of the Government in the matter and the Ministry of Finance, Department of Expenditure and it is clarified that NPA shall be taken into account for calculating encashment of LAP while availing Privilege Pas/PTO.
