Sub: Filling up of promotional vacancies in Loco Running cadre and merger of cadre/ seniority of Loco Pilots (Electrical and Mechanical).

Ref: i) Railway Board’s letter No. E(NG)I/2006/PM7/12 dated 02.06.2006.
ii) Railway Board’s letter of even number dated 07.02.2022.

As per data furnished by the Zonal Railways (enclosed), it is noticed that there are a large number of promotional vacancies in the cadre of Loco Running staff, particularly in higher grades of Mail Express / Passengers Driver. Loco Running staff being critical safety category, posts are required to be filled up on urgent basis, as vacancies in the cadre have an adverse impact on train operations. Zonal Railways may, therefore, take urgent necessary action to fill up all promotional vacancies in the cadre.

Further, as per instructions contained in Board’s letter No. E(NG)I/ 2006/PM7/12 dated 02.06.2006, the cadre/ seniority of loco pilots (Electric and Mechanical) were required to be merged. However, from the position advised by the Zonal Railways it is seen that these instructions have not been complied on some of the Zonal Railways. It is requested that these instructions may be fully implemented across all divisions in your railway under advice to Board.

Action taken in the matter should be informed, not later than 22.03.2022.
