National Federation of Indian Railwaymen has made a representation to the Railway Board stating that Loco Pilot and other category employees are given ad-hoc promotion and regular promotion is denied .
Department of Personnel and Training has made a draft guidelines and procedure to be followed in case of promotion to the exonerated Government Employees.

AIRF has requested Railway Board to make amendment to the provision relating to Staff Benefit Fund, duly removing the ceiling of Grade Pay Rs.4200. Under this scheme of Scholarship for Higher Technical/Professional Education, @ Rs.1500 p.m. is applicable for the wards of railway staff in grade pay of above Rs.2400 and up to GP Rs.4200.

It feels that it is best left to the Railway Administration, since from time immemorial, the kilometerage entitlements/rates are decided through bi-lateral discussions between Railway Board and Federations.
