National Federation of Indian Railwaymen has made a representation to the Railway Board regarding Denial of regular promotion to Loco Pilots and other categories and request ad-hoc promotion to regular promotion.

Sub: Denial  of regular promotion  to staff working  against clear vacancies  – Loco Pilots and other Categories-reg.

The undersigned  met you on two occasions  in the recent past and explained  the need for granting  regular  promotion  to those  staff (Loco Pilots etc.,) who were empanelled  and promoted instead treating them as ad-hoc promotees.

While  the issue is under  correspondence  between  the Railway  Board  and DoP&T  in the context  of Reservation  in promotions  to SC/ST’s  (Supreme  Court Judgment  dated 09/10/2006  in M. Nagaraj  V/s Union  of India), the empanelled  staff who have been granted promotion  on ad- hoc basis (particularly  Loco Pilots) are extremely  disappointed  as their career would suffer when their substantive  pay is taken into consideration  for pay fixation in 7th CPC Pay Matrix.

In a separate  meeting  held  in ED/IR’s  chamber  on NFIR’s  PNM  Item No.  33/2015,  the Federation  has  insisted  the  ad-hoc  promotion   should  be  converted  as regular  promotion  with retrospective  effect.

It may  kindly  be  appreciated  that  there  is staff unrest  and  atmosphere  of agitation  on many  Zonal  Railways  against  treating  them  as  ad-hoc promotees  when  they were  empanelled  and posted  against higher grade vacancies.

It  is therefore  requested  to  kindly  intervene  and  see that  those  ad-hoc  promotions  are converted  as regular promotions  with retrospective  effect.
