Govt has formed a committee to examine the recommendations of 7th Pay Commission relating to all 196 allowances. Here is an analysis on why Common allowances should not be clubbed with other allowances
7th Pay Commission recommended for retaining CPI (IW) with Base 2001=100, the price index which is being used for calculating Dearness Allowance since 1st January 2006
7th Pay Commission has recommended that more than fifty Allowances are to be abolished. It has also provided its recommendations relating certain important allowances such as Fixed Medical Allowance applicable to Pensioners to the effect that there is no need for revising those allowances.
The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 234% to 245% w.e.f. 1.1.2016
7th Pay Commission had earlier assumed that DA from January 2016 as 125% for revision of pay and allowances of Central Government Employees – DA orders issued by Govt with effect from 1st January 2016
It is the case of the postal employees for grant of HRA applicable to “B” Class cities for Central Government employees Posted at Aizawl (Mizoram). In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the quarter February to April 2016 shall be 42.60% of ‘Pay’ against 39.80% of ‘Pay’ applicable for the previous quarter.
