VACANT POSTS OF SC, ST AND OBC CATEGORIES IN THE COUNTRY
Will the PRIME MINISTER be pleased to state:
(a) the details of sanctioned posts in position and vacant posts in the Ministries and its subordinate offices and organizations as on Ist January, 2017, Ministry/ office/ organization, category (SC, ST, OBC and General) and class-wise;
(b) the details of sanctioned posts in position and vacant posts in the Ministries and its ES subordinate offices and organizations as on 30th June, 2022 Ministry/office/ organization, category (SC, ST, OBC and General) and class-wise; and
(c) the details of posts created and abolished during the last five years, Ministry/office/organization, category and class-wise?

(a): Ministry/Department-wise and Group-wise (Group A, B and C) details of sanctioned posts and number in position in 73 Ministries/Departments, including subordinate offices, as on 01.03.2016, as maintained by Department of Expenditure, is at Annexure-I.
DoPT maintains data on representation of SCs, STs, OBCs and Others in posts and services of Central Government, as on 1″ January, of each year. Group-wise and category-wise data on representation of SCs, STs, OBCs and Others, as on 1.1.2016, as per information received from 79 Ministries/Departments, is at Annexure-I].
(b): Ministry/Department-wise and Group-wise (Group A, B. and C) details of sanctioned posts and number in position in 78 Ministries/Departments, ‘including subordinate offices, as on 01.03.2021, as maintained by Department of Expenditure, is at Annexure-III.
Groups-wise and category-wise data on representation of SCs, STs, OBCs and Others in posts and services of Central Government, as on 01.01.2021, as per information received from 73 Ministries/Departments, is at Annexure-IV.
(c): Data is not Centrally maintained. However, as per Department of Expenditure OM No.7(1VE-Coord-I/2017, dated 12.04.2017, where a post remains vacant for more than two/three years, the same becomes “deemed abolished”. Still, based on functional justification, such posts may be revived.
