RESERVATION IN GOVERNMENT DEPARTMENTS/PSUs

Will the PRIME MINISTER be pleased to state:
(a) the details of the present status of reservation in various Public Sector Undertakings (PSUs) and Government organization;
(b) the number of posts reserved for various categories, namely Scheduled Castes, Scheduled Tribes, Others Backward Classes and Economically Backward Sections along with the status of filling up these posts;
(c) whether the Government has taken any special measures to ensure that the recruitment process to all the posts fixed for all reserved categories is completed in time and in a transparent manner;
(d) whether there are any such special PSUs or Government organizations where complete and effective implementation of the reservation policy has not been made;
(e) if so, the details of those organizations along with the steps taken for improving their status; and
(f) whether the Government has set up any centralised system for monitoring the implementation of the reservation policy?

(a) to (f): Reservation is provided to the members of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Economically Weaker Sections @15%, 7.5%, 27% and 10% respectively in the matter of appointment by direct recruitment to posts and services under the Central Government on all India basis by open competition. In the matter of appointment by promotion, reservation is provided to the members of Scheduled Castes and Scheduled Tribes @ 15% and 7.5% respectively. These instructions are also applicable in Organisations under the Central Government, including Public Sector Undertakings.
Occurrence and filling of vacancies is a continuous process. Ministries/Departments of the Central Government have been directed, from time to time, to fill up vacant posts in a time bound manner. Each Ministry/Department of the Central Government, including Organisations under it, is required to designate an officer of the rank of Deputy Secretary and above, as Liaison Officer, to ensure due compliance of the orders and instructions pertaining to reservation. Further, each Ministry/Department is required to set up a Special Reservation Cell under the direct control of the Liaison Officer to assist her/him in discharge of duties.
